Hard vs Soft HRM & Flexible Contracts
The strategic workforce decisions that make or break a business in crisis — and beyond.
NovaTech PLC is a mid-size UK technology firm. 340 employees. Last quarter, the economy contracted by 1.2%. Orders are down 18%. The Board must decide: do we cut costs hard and fast, or invest in our people and ride it out?
The CEO has two advisers on opposite sides of the table. One says the workforce is a cost centre. The other says it's a strategic asset. This is the Hard vs Soft HRM divide.
Examiner Trap Alert
Hard HRM is not "bad management." It is a deliberate strategic choice prioritising cost control and short-term efficiency. Examiners penalise students who treat this as a moral judgement rather than a contextual business decision.
The machine metaphor: labour is an input to be optimised.
- ▸Tight supervision and strict control
- ▸Short-term contracts. Redundancy as a tool
- ▸Minimal training investment
- ▸Performance driven. Low discretionary effort
The asset metaphor: people are the competitive advantage.
- ▸Empowerment, trust, and open communication
- ▸Long-term careers. Investment in development
- ▸High training budget. MBO implemented
- ▸Intrinsic motivation. High discretionary effort
AO4 Evaluation Lens
Neither approach is universally "correct." The optimal HRM strategy depends on: industry context (manufacturing vs. tech), economic conditions (recession vs. growth), and business objectives (cost reduction vs. innovation). Top-mark answers weigh these factors explicitly.
